What's exactly does the select in Holiday Inn select mean?

It's not like they are any nicer than the regular ones. Do they have people roaming the nation and selecting certain ones. Maybe the owners can choose to be a select inn for a fee?

Maybe if your hotel is near an attraction like Disney Land or Disney World you get to be a select inn? Who knows.
